By the end of the course students will: -define and explain federalism as a philosophical idea, a process of governance, a political institution, a recurring political issue; and a powerful perspective in teaching United States history, civics, and government -explain how federalism permeates U.S. history, civics, and government including the Constitution, its framing, and American political culture -trace the historical development of divisions of power, jurisdiction, representation, and balances of power among the federal, state, and local governments to 1932 because 1932 marks a critical juncture in U.S. federalism history -evaluate historical examples to 1932 that show the influence of federalism on the ways Americans manage cultural diversity and preferences in the context of such political principles as unity and diversity, shared rule and self-rule, liberty and order, liberty and equality, and individual and collective equality -create original resources that help students more fully appreciate and understand federalism as a way to organize political power, as a way to resolve political conflict, as a way to balance competing interests, and as a perennial issue in United States History, Civics, and Governance. This course focuses on the historical and present-day development of federalism since 1932 as well as its applications to contemporary political issues.

• Although all students will enroll and participate in class activities during the summer, the course continues into the Fall to give students an opportunity to pilot their teacher-created resources in their schools.
